Article I: Definition
Section 1
This League shall be known as The Plum Boro Athletic Association, Inc.  It is a non-profit organization, located in Plum Boro, Allegheny County, Pennsylvania.

Article II: Objectives
Section 1:
To provide sports opportunities for all children in Plum Boro in varying age groups as may be needed.

Section 2:
To instruct the ideals of good sportsmanship, honesty, loyalty, courage and reverence.

Section 3:
To ensure that supervisors bear in mind that the attainment of exceptional athletic skill or the winning of games is secondary, to that of molding future citizens.

Section 4:
The assets accumulated by this Association shall be solely used for the furtherance of the program.

Article III: Membership
Section 1: Membership Requirements:
Any person who satisfies the requirements of Article III, Section 2, Membership Classification, shall be eligible for membership in this League.

Section 2: Membership Classification:
The Association year shall run from November to October

  1. Active Members

  2. Those members who have attended a minimum of six (6) meetings in the previous 12 month period.  Members will also be given credit for attendance at the monthly meeting if involved in a League activity which makes attendance impossible.  All such cases must be submitted in writing to the secretary for verification during the 4th week of the month.  All team managers and members of the Board of Directors should be active members.

  6. Those participants having a League age between seven (7) and eighteen (18) years.  League age shall be defined as: for baseball, the age of the member on April 30th of the current year, or for slow pitch softball, the age of the member as of August 31st of the current year, or for fast pitch softball, the age of the member as of January 1st of the current year..
Section 3: Registration Fees
Registration fees shall be established by the Board of Directors

Section 4:
Membership and/or participation in the Plum Boro Athletic Association is reserved for Plum Boro residents or those children who attend school in Plum Boro.  Non-residents must be approved by the Board of Directors on an annual basis.

Section 5:
Membership and/or participation in/on a PBAA Tournament Team is reserved for current PBAA members in good standing.

Article IV: General Meetings
Section 1: Meetings
The General Membership meetings will be held on the 4th Thursday of each month; except November and December, when there will be no meetings.  During the season (April, May, June, July) the meeting will start at 8:30pm.  In the off season (Jan, Feb, March, Aug., Sept, Oct.) the meeting will start at 7:00pm.

Section 2: Motions
A motion can be made by any active member.  A majority of those members voting shall be necessary to pass a motion.

Article V: Board of Directors
Section 1: Management
The entire management of the League, its affairs, property and assets is vested in the Board of Directors, herein referred to as the Board.  The Board will consist of the President, Vice-President, Secretary, Treasurer, Baseball and Softball Umpire-in-Chief, Field Maintenance Representative, Auxiliary Representative, one (1) representative from each league, baseball and softball fall league representatives, board members at large appointed by the president as necessary and the Past President.  The Past President is a non-voting advisor.

Section 2: Meetings

  1. The board shall meet regularly the second Thursday of every month.
  2. Any additional meetings of the Board shall be called by the President or by agreement of at least fifty (50%) percent of the Board.  Two Thirds (2/3) of members must be present to conduct this meeting.
  3. Any member of the League may attend Board meetings.  They shall have no voice unless requested.
Section 3: Motions
Any Board Member may make a motion.  A simple majority vote of the members present is required for any action.

Section 4: Duties of the Board of Directors

  1. To carry out the policies of the League
  2. To carry out and enforce this Constitution and By-Laws
  3. To recommend changes to this Constitution and By-Laws
  4. To make rules and regulations for its own procedures
  5. To conduct or have conducted the business of the League
  6. To approve or select all candidates for the positions of Managers, Coaches, and Umpires
  7. To approve all tournament managers and coaches
  8. To appoint replacements or to fill vacancies in any elected office of the League, or vacant managerial positions.
Article VI: Officers
Section 1: Titles
The officers of the League shall be known as the President, Vice President, Secretary, and Treasurer.

Section 2: Elections
The officers shall be elected in a manner as described in Article X.

Section 3: Duties of the President

  1. To preside at all General and Board Meetings
  2. To call special Board Meetings
  3. To enforce or have enforced the rules and regulations of the League
  4. To supervise the duties and responsibilities of the League officials
  5. To appoint all standing committees, select temporary chairpersons and members of each, and fill all vacancies in such committees by appointment
  6. To sign with the Vice President, Treasurer or the Secretary all written contracts, obligations, and instruments of the League.
  7. To assign two (2) members of the League to audit the records and statements of the Treasurer by the October meeting.
  8. To perform other such duties as assigned by the Board.
Section 4: Duties of the Vice President
  1. To perform all the duties of the President in his absence.  If the office of the President shall become vacant, the Vice President shall hold the office of President until the next election.
  2. To sign and/or countersign all instruments as may require the Vice President's signature.
Section 5: Duties of the Secretary
  1. To perform any and all duties incident to the office of Secretary
  2. To sign and/or countersign all instruments as may require the Secretary's signature.
  3. To conduct or to have conducted all official correspondence of the League.
  4. To keep minutes and records of all meetings and actions of both General and Board meetings.
  5. To keep or cause to be kept all records incident to the League, such as membership, attendance, resignations, correspondence, etc.
  6. To perform such other duties as assigned by the Board
  7. To maintain current mailing lists for General Meetings
Section 6: Duties of the Treasurer
  1. To perform any and all duties incident to the office of Treasurer
  2. To co-ordinate registration and to collect registration fees
  3. To act as the liaison with the Auxiliary as specified in Article XII.
  4. To sign and countersign all instruments as may require the Treasurer's signature.
  5. To act as custodian for funds of the League in accordance with the requirements of the Board.
  6. To pay all financial obligations of the League as approved by the Board and verified by the requisitioner.  Checks must be signed by any two (2) officers.
  7. To keep records in accordance with accepted accounting practices.
  8. To submit a current financial statement at all regular membership meetings, or as requested by the Board.
  9. To prepare, with the assistance of persons appointed by the President, a proposed operating budget by the January Board meeting
  10. To perform such other duties as assigned by the Board
  11. To inform all League Representatives, prior to their draft, of delinquent registration fees.
Section 7: Duties of Umpire-in-Chief(s))
  1. Submit to the Board of Directors, all disputes, problems, official protests and disciplinary actions.
  2. Insure that each league has umpires scheduled for all games.
  3. Provide training for all umpires
  4. To perform such other duties as assigned by the Board.


Article VII: League Commitments
Section 1:
Only Board members may commit League funds or personnel.  This must be done with a two thirds (2/3) vote of Board members present at a meeting.

Section 2:
Expenditures of $25 or less can be made at any time by persons designated by the President.

Section 3:
Expenditures of $ 26 to $ 99 can be made with prior Presidential approval.

Section 4:
Expenditures of $ 100.00 or more require a two thirds (2/3) majority vote of Board members present.

Article VIII: Discipline
Section 1:
The Board of Directors has the authority to discipline, suspend or expel any member of the League for improper action.  Improper action may consist of violation of By-Laws or conduct, which in the opinion of the Board, is prejudicial to the League welfare or for improper use of the League name or facilities.

Section 2:
Any League Representative finding a member of the League disrupting a game (within that given League Representative's responsibility) has the authority to issue an interim suspension to that individual for a period of ten (10) days or until the Board of Directors can meet to review the incident.  The League Representative that issues an interim suspension must so advise the League President within 24 hours following the suspension.

Section 3:
A suspended member shall have the right to present his case before the Board at a time stipulated by the Board.  Failure to attend such meeting shall be evidence that the decision of the Board is final.  Any additional discipline beyond that stipulated in Section 2 requires a two thirds (2/3) vote of those Board members present.

Article IV: Amendments to the Constitution and By-Laws
Section 1: Members having the right to vote:
All active members as described in Article III, Section 2b shall have the right to vote.

Section 2: By-Law Changes

  1. Any amendment or proposed change(s) to the By-Laws must be presented in writing to the Association President by an active member.
  2. It shall be read at two (2) successive General meetings of the membership and voted on at the second meeting.
  3. The Board of Directors shall recommend, at the second meeting, acceptance or rejection of the amendment or change(s).
  4. A vote of two thirds (2/3) of the eligible active members present shall be required to pass amendments.
Article X: Elections
Section 1: Election Date:
Election of officers shall be held at the General meeting in October

Section 2: Members Having the Right to Vote
All active members as described in Article III, Section 2b shall have the right to vote.

Section 3: Officers to be Elected
The President, Vice President, Secretary, and Treasurer shall be elected each League year.  The term of office will begin on November 1 and end October 31st.

Section 4: Eligibility to Hold Office
Each officer shall have been an active member in good standing for at least one full year before becoming eligible to hold office.  All officers must be members of the Plum Boro Athletic Association and residents of the Boro of Plum.

Section 5: Nominations for Officers
A member wishing to run for office, must notify the Association President at or before the August general membership meeting.  All eligible candidates for each office will be presented to the membership at the regular General meeting in September.

Section 6: Method of Voting
The vote shall be made by ballot.  The votes shall be tallied by at least two (2) members of the League.  A majority of those voting shall elect.  Absentee ballots are not permitted.

Article XI: Committees
Section 1:
The President shall appoint chairpersons and members to committees as required.

Section 2:
The President may request that committee chairperson present progress reports at any Board meeting or General membership meeting.

Section 3:
The duties of each committee shall be assigned by the President

Article XII: Auxiliary
Members of the Auxiliary are associate members governed by the Constitution and By-Laws of the Plum Boro Athletic Association and under the jurisdiction of the League Treasurer subject to the following guidelines

Section 1:
The Auxiliary shall be given the sole and individual responsibility for overseeing and running the refreshment stand(s).

Section 2:
The responsibility of overseeing and running the refreshment stand(s) includes:

  1. Authority to permit or prohibit League members or Officers entrance to the stand.
  2. Development and monthly maintenance of an adequate set of books and records.
  3. Submittal of a monthly accounting statement to the League Treasurer prior to the monthly Board meeting.
  4. Authority to establish and maintain a checking account for documentation of expenditures.
  5. Payment of any and all bills, invoices, etc., accumulated by the Auxiliary throughout the year.
  6. Return of any and all profits produced from any and all sources handled by the Auxiliary to the League.
Section 3:
The Board of Directors shall provide sufficient funds at the beginning of the season for initial startup expenses.

Article XIII: Appointments
Section 1:
The Officers shall by three fourths (3/4) majority, name League Representatives, all of whom shall be members in good standing of the Plum Boro Athletic Association, for at least one (1) year and residents of the Boro of Plum.

Section 2: Duties of the League Representatives

  1. To take applications for Team Managers and Coaches and fill all team vacancies
  2. To establish and distribute the seasons schedule of play.
  3. To distribute and collect from each team manager all uniforms and team equipment.
  4. To assure all registration fees are paid in full prior to conducting the draft.
  5. To call meetings of his league members for operating and organizing that league or for other reasons as deemed necessary.
  6. To reschedule all postponed and incomplete games
  7. To submit to the Board of Directors all League disputes, problems, official protests and disciplinary actions.
  8. To secure and maintain scores for all games and team standings, where applicable.
  9. To conduct the draft in accordance with Article XVI.
Section 3: Removal of League Officials
  1. An elected official of the Association: President, Vice President, Treasurer, Secretary, may be removed from office by a three fourths (3/4) vote of those members eligible to vote and who cast ballots.
  2. An appointed official of the Board may be removed from that position by:
    1. The President with two thirds (2/3) agreement of the remaining elected officials.
    2. a two thirds (2/3) vote of those members eligible to vote and who cast ballots.
Section 4: Appointments of Team Managers & Coaches
  1. All in-house team managers must apply for their respective positions on or before the regular February meeting of the applicable year.  Preference will be given to active members.
  2. All tournament managers will apply for their positions on or before the regular March meeting of the applicable year.  Preference will be given to active members."  The board of directors will appoint tournament team managers at the April board meeting.
  3. No tournament teams will be picked prior to the completion of the second week of the regular season.
    1. The "A" team will have the first 12 picks, which rosters are required to be turned in on the Saturday of the 3rd complete week of the season.  Then the "B" team will have the next 12 picks.  Rosters for the "B" team are required to be submitted to the board on the Saturday of the 5th complete week of the season.  The "A" team will then be able to add an additional 3 players of the remaining eligible players for a maximum of 15 players.  The "B" team will then be allowed to add 3 players of the remaining eligible players, for a maximum of 15 players.
    2. In the event of a "C" team, complete rosters for both the "A", and the "B" team are required to be submitted to the board on the Saturday of the 6th complete week of the season.
    3. Any player who refuses to play for the "A" team, will become ineligible to play on any association tournament teams for that season, with the exception of the child of an approved "B" team manager.
    4. A tournament manager will only be allowed to pick players from the list of eligible players, provided by the board.
  4. The Board of Directors shall approve the applications for each team manager and coach.
  5. Managerial applicants for existing vacancies shall apply for the position through their League Representative.  In cases of more than one applicant for a position, the Board of Directors may recommend one.  All applicants recognize their actions as managers must be in accordance to the PBAA By-Laws.  Failure to do so may result in an immediate removal from said position.
  6. It is the tournament manager's responsibility to secure permission from the in-house manager and respective League Representative in using pitchers, catchers and players for their tournament teams while in-house activities are still underway.  Tournament team managers must submit a complete player roster and tentative schedule of tournaments to be entered to their League Representative.
  7. All managers and board members must apply for an Act 33 clearance at the time of application, unless proof of prior clearance is provided.  Any manager or board member not obtaining clearance will be removed from that position by the association president.
Article XIV: Structural Organization of Each Playing League

League Age is determined by the player's age as of April 30, except those individual players who have agreed to use the July 31 age change date to follow the normal league progression.   This is a one time choice, which must be made at the 2006 Spring Season Registration.  All new registrants, those who had not registered for the 2005 Spring Baseball Season, will use the April 30 age determination date.

Section 2:
Each League shall be administered by a League Representative

Section 3:
A new 9 year old member may, at parental request, play one (1) year of Rookie League.  Every year thereafter, the player must progress according to the structure of the various Leagues.

Article XV: General Rules for Each Playing League
The general rules for each playing league are contained in Appendix 1.  Any exception to these rules must be approved by a simple majority vote of the League membership present at a meeting.

Article XVI: Player Draft
Section 1:
The drafting of players for each league shall be conducted by the League Representative and must be reviewed and approved by the Board of Directors prior to the start of the season.

Section 2:
The draft shall be conducted such that each team in the league is balanced by age groups to the maximum extent possible.

Section 3:
The manager's child may be placed on his/her team.

Section 4:
Brothers or sisters will be assigned to the same team unless parents request otherwise.

Section 5:
No team may be penalized a draft position by the automatic acquisition of a brother or sister.

Section 6:
No trades of existing team players is allowed.  A person selected in the draft may be traded for another draftee on draft night only with permission of the League Representative.

Section 7:
Any team that loses a player from its roster prior to the season, for any reason, is not entitled to any special draft consideration.

Section 8:
Any player who has not satisfied his registration commitment in full by the night of the draft shall not be placed on a team.

Article XVII: Protests
Section 1:
Every effort should be made by the managers and umpires to settle a dispute without the filing of formal protest.

Section 2:
Protests shall be considered only when based on the violation or interpretation of a playing rule of the use of an ineligible player.  No protest shall be considered on a decision involving an umpire's judgment.  Equipment, which does not meet specifications must be removed from the game and shall not be the basis for a protest.

Section 3:
The managers of contesting teams only shall have the right to protest a game (or in their absence, coaches)

Section 4: Protests shall be made as follows:

  1. The protesting manager shall immediately, and before any succeeding play begins, notify the umpire that the game is being played under protest.
  2. Following such notice, the umpire shall consult with the associate umpires.  If the umpire is convinced that the decision is in conflict with the rules, the umpire shall reverse that decision.  If, however, after consultation, the umpire is convinced that the decision is not in conflict with the rules, said umpire shall announce that the game is being played under protest.  Failure of the umpire to make such announcement shall not affect the validity of the protest.
Section 5:
Any protest for any reason whatsoever must be submitted by the manager first to the umpire on the field of play and then in writing to the League Representative or President within twenty-four (24) hours.  The umpire-in-chief shall also submit a report immediately.

Section 6:
The Board of Directors shall hear and resolve any protest taken in accordance with Article XVII.  If the protest is allowed, the game shall resume from the exact point at which the infraction occurred.


APPENDIX I
GENERAL RULES FOR EACH PLAYING LEAGUE
Section 1:
Each league will follow the Official "Little League", "Major League", or "ASA" rules, whichever applies, and as modified or amended below.  Any exceptions to these rules must be approved as stated in Article XV.

Section 2:
All members of teams in Minor League (baseball or softball), 10 & Under Fast Pitch, and 12 & Under Fast Pitch, must play at least three (3) innings in the field of all games they attend, provided they arrive prior to the start of the fourth inning.

Section 3:
All members of teams in the Junior and Pony League (baseball), or the Junior, Senior, 15 & Under Fast Pitch and 18 & Under Fast Pitch League (softball) must play at least two (2) consecutive innings in the field, and bat a minimum of one (1) time provided they arrive prior to the start of the fourth inning.

Section 4:
Any manager not abiding by Sections 2 or 3, as applicable, shall automatically forfeit the game without benefit of protest, and by subject to disciplinary action as indicated in Article VIII.

Section 5:
All games will be played at the scheduled time except for inclement weather or unplayable field conditions.  All cancelled games will be rescheduled by the League Representatives.

Section 6:
Team standings will be determined by the following point system:  Winning team - two (2) points; Tie game - one (1) point for each team.  Tie breaker system for the end of the season standings will be as follows: a) Total wins   b) Head to Head    c) Flip of Coin

Section 7:
To avoid forfeiture of a game, a manager may "bring up" a player(s) from a lower league to be used for a game provided:

  1. Permission of the lower league manager is obtained.
  2. The upper league team cannot field nine (9) players (baseball) or ten (10) players (softball).
  3. The player "brought up" must bat last and can only play an infield position if all outfield positions have been filled with players from a lower league.  The player "brought up" is not permitted to pitch or catch.
  4. If a team member arrives prior to the start of the game, they shall be immediately substituted for the lower league player.
  5. If a team member arrives after the start of the game, the lower league play should play a maximum of two (2) innings.
Section 8:
The League week begins on Monday and ends on Sunday.

Section 9:
The start time of each League game on weeknights is 6pm.

  1. On lighted fields, no new inning of the first game may start after 8:15pm
  2. Teams for the second game should be available to start play by 8:00pm or as soon as the umpire(s) is ready.
  3. No between game batting or fielding practice is permitted after 8:00pm.
  4. The second game shall start no later than 8:45pm, with no new inning starting after 11:00pm
Section 10:
Weekend games will be scheduled throughout the day.
  1. No new inning may begin two (2) hours and fifteen (15) minutes from the start of the game, if another game is scheduled at the conclusion of the game.
  2. NO BATTING OR INFIELD PRACTICE BETWEEN GAMES
Section 11:
Failure to field 9 players within 15 minutes of the official start time will result in forfeiture.  If both teams fail to field nine (9) players, both teams will be charged with a loss.

Section 12:
Any game that does not reach regulation length shall be resumed from the exact point of curtailment.

Section 13:
The winner of any game terminated at or beyond regulation length will be determined by the score at the end of last completed inning.  No inning is completed unless the home team has had an opportunity to bat.

Section 14:
A game terminated after regulation length for reasons such as weather, darkness, light failure, or curfew will be considered a complete game.  If the home team has tied or gone ahead in their half of the inning, the result will stand.  If the visiting team has tied or gone ahead in the top half of the inning and play is halted with the home team not tying the game or going ahead in the bottom half of the inning, the score is determined by reverting back to the last completed inning.  All regulation length tie games will remain as tie games.

Section 15:
During a ball game, only Managers, Coaches, Umpires, Scorekeepers, and playing members are permitted on the field, on the bench or in the dugouts.  All players not in the field, at bat or on deck must remain in the dugout.  The respective team managers are responsible for the conduct of the players and coaches.

Section 16:
Only the manager may discuss or dispute umpire calls.  Under no circumstances shall a coach do this.

Section 17:
The home team is responsible for field preparation.  In bad weather, both teams will help with the field.  The home team is also responsible to return the bases, and if applicable, batting tee to the equipment room.

Section 18:
Home team will have first base sideline.  Visitors will have third base sideline.  Each team will police their side of the field after each game.

Section 19:
Home team will supply game balls (baseball - two per game; softball - one per game).  If more balls are needed, both managers will select decent balls from their used game balls.

Section 20:
All catchers in baseball must wear protective cups, masks and helmets whenever at the catching position.  All catchers in softball must wear a mask.

Section 21:
Batting helmets must be worn while at bat and on the base paths.

Section 22:
The manager may petition the Board to remove a player from the team roster if a team member misses three (3) consecutive scheduled games or scheduled practice sessions without good cause.

Section 23:
Any team member whose parents cause any serious embarrassment, harassment, or inconvenience to a Manager, Coach or Umpire may be removed from the team roster on the recommendation of the Manager, Coach, or Umpire subject to the approval of the Board of Directors.

Section 24:
The winning manager of each game through out the season will call in the scores to the League Representative.

Section 25:
Each manager is responsible for all equipment issued to him/her.  All requests for additional or replacement equipment must be given to the League Representative, or equipment manager.  The manager is responsible for turning in all equipment issued.

Section 26: Rookie Leagues - Baseball & Softball

  1. All team members will play in the field and will have a place in the batting order for the entire game.
  2. There is a maximum of five (5) runs scored per inning by each team with the exception of the last inning at that time a team can score as many runs as possible until there are three outs.  Although regulation games will be played and score kept, no official standings will be kept.
  3. Regulation game is five (5) innings in Rookie.
  4. Players are not permitted to lead off base, steal or bunt.
  5. The defensive team manager and one of his adult coaches are permitted on the playing field to instruct his players of proper positioning and proper fielding techniques.  They must position themselves behind the infield and not obstruct the outfielders view of the game.  The offensive team manager may also instruct those at bat where necessary.
  6. At some point in the season, to be determined by the League Representative, pitching may be allowed.  Managers or coaches will pitch to their own team.
Section 27: Minor League Baseball, 9 - 10 years old:
  1. All team members will have a place in the batting order for the entire game.
  2. Pitchers can only pitch two (2) consecutive innings per game and six (6) innings per week, no rest required.  Delivery of a single pitch constitutes having pitched an inning.
  3. There will be no intentional walks.
  4. Players are permitted to steal bases:
    1. Steal one (1) base per batter.
    2. No advancement on an overthrow.
    3. No double steals.
    4. No stealing home.
  5. Ten (10) members will constitute a team.  If a team is able only to field nine (9) players, the opponents will play ten (10) players.   Any team not fielding nine players will forfeit the game.  If neither team has nine (9) players, both teams will be charged with a loss.
  6. After all substitutes have entered the game, in accordance with Appendix I, Section 2, a player may return to the lineup for any other player who started the game and has completed three (3) consecutive innings.  The batting order will remain the same.
  7. After reaching five (5) innings, a score will be considered final if one team is ahead by fifteen (15) runs.  The home team must be given the opportunity to bat.  When  a player(s) has not played three (3) consecutive innings, they will start the next attended game.
  8. Teams may run for the catcher with two (2) outs. The runner must be the player who committed the last out.
Section 28: Junior League Baseball, 11 - 12 years old
  1. The number of 12 years olds to pitch in one (1) week shall not be limited to two (2).
  2. A pitcher is limited to 3 innings per calendar day.
  3. A pitcher may pitch in a maximum of six (6) innings in a calendar week.  Delivery of a single (1) pitch constitutes having pitched in an inning.
  4. With more than 2 innings per calendar day, pitchers are required a 1 calendar day rest.  However, a pitcher shall not pitch three (3) consecutive days.
  5. After all substitutes have been in a game, in accordance with Appendix I, Section 3, players may return to the lineup under the following circumstances:
    1. a minimum of eight (8) batting positions must be scheduled before a returning player can be placed in the batting order.
    2. A returning player cannot be scheduled to bat in a position that would enable him to bat before all substitutions have batted.
  6. After regulation length, a score will be considered final if one team is ahead by ten (10) runs. The home team must be given the opportunity to bat. Any player who has not played two (2) consecutive innings and batted will start the next attended game.
  7. Teams may run for the catcher when there are two (2) outs. The runner must be the last out.
Section 29: Pony League (baseball), 13 - 14 years old The Official "Major Leagues" rules shall apply except as noted below:
  1. A regulation game will be seven (7) innings. A game will be considered a regulation game if halted after five (5) innings (4 1/2 innings if home team is ahead).
  2. Pitchers shall not be permitted to pitch more than 4 innings per day.
  3. With more than 3 innings per calendar day, pitchers are required a 2 calendar day rest, and not more than seven (7) innings per calendar week.
  4. A pitcher pitching in less than four (4) innings requires no rest period before pitching again.
  5. Once a pitcher has been removed from the pitching position, he may not return to the pitching position in the same game.
  6. A pitch constitutes an inning pitched.
  7. After all substitutes have been in the game in accordance with Appendix I, Section 3, players may return to the lineup under the following circumstances:
    1. A minimum of eight (8) batting positions must be scheduled before a returning player can be placed in the batting order.
    2. A returning player cannont be scheduled to bat in a position that would enable him to bat before all substitutions have batted.
  8. If a runner from third base is attempting to score during a pitch and the batter "swings" at the pitch, the batter shall be called out and the runner returned to third base.
  9. After reaching regulation length, a score will be considered final if one team is ahead by ten (10) runs. The home team must be given the opportunity to bat. Any player who has not played two (2) consecutive innings and batted will start the next attended game.
  10. An Extra Player (EP) may be utilized in the batting order. All teams must continue to follow playing rules in Appendix I, Sections 3 and 33 when using the extra player.
  11. Teams may run for catcher with two(2) outs. Runner must be player not presently in the batting order or; the last batted out, if the team is using a continuous batting order.
  12. There is no head first slide to any base in the Pony League.
Section 30: Softball The Official "Amateur Softball Association of America", (ASA) rules shall apply except as noted below:
  1.  Baseline distances in rookie, minor and junior slowpitch and all fastpitch divisions will be sixty (60) feet.
    1. Senior Slowpitch baseline distance will be 65 feet.
    2. Pitching distances are as follows:
      1. Rookie: 35 feet
      2. Minor: 40 feet
      3. Junior: 46 feet
      4. Senior: 46 feet
      5. Fast Pitch: 40 feet
  2. Regulation game is five (5) innings in Rookie; six (6) innings in Minor leagues; seven (7) innings in Junior,

  3. Senior and Fast Pitch leagues. A six (6) inning game will be considered a regulation game if halted after four (4)
    innings (3 1/2 innings if the home team is ahead). A seven (7) inning game will be considered a regulation game
    if halted after five(5) innings (4 1/2 if the home team is ahead).
  4. Ten (10) members will constitute a team.  If a team is able only to field nine (9) players, the opponents will play ten (10) players.   Any team not fielding nine players will forfeit the game.  If neither team has nine (9) players, both teams will be charged with a loss.
  5. The 11" softball will be used in all Slow Pitch leagues. The 12" softball will be used in the Fast Pitch leagues, except the 10 & Under Teams, which will use the 11" softball.
  6. In all slowpitch softball leagues, the ball must be pitched with a perceptible arc, that said arc is to be no lower than the pitcher's head and no higher than twelve (12) feet.
  7. All team members in the Minor and Junior softball leagues will have a place in the batting order for the entire game.
  8. There will be no intentional walks.
  9. An Extra Player (EP) may be utilized in the batting order in the Senior Slow Pitch softball league and in the Fast Pitch softball league. All teams must continue to follow playing rules in Appendix I, Sections 3 and 33.
  10. After all substitutes have entered the game, in accordance with Appendix I, Section 3 (Junior & Senior slowpitch), a player may return to the lineup under the following circumstances:
    1. Junior and Senior Slow Pitch:
  11. A baserunner must hold the base until the pitched ball is batted. Any baserunner off the base before the pitched ball is hit fair or foul will be called out.
  12. After reaching regulation length, a score will be considered final if one team is ahead fifteen (15) runs. The home team must be given the opportunity to bat. Any player who has not played three (3) consecutive innings and batted for Minor league slowpitch or two (2) consecutive innings and batted in Junior and Senior slowpitch will start the next scheduled game.
Section 31:
A base runner should slide at any base that a play is being made on him, except first base. The runner shall be out if in the opinion of the umpire, a slide was called for but the runner runs into the defensive player. If the action is malicious, the player shall be ejected from the game.

Section 32:
If a pitched ball goes through a backstop, the ball is considered to be dead with no runners advancing.

Section 33:
Any violation of the pitching rest requirement (baseball), or use of an ineligible pitcher, or player shall be dealt with in the following manner:

  1. If determined during the course of a game, play shall revert back to the point of the infraction. Play shall resume from that point with the violation corrected.
  2. If determined after completion of a game, and brought to the attention of the league representative within forty-eight (48) hours after the date the game was played, it shall result in an immediate forfeiture for the violating team.
Section 34:
The structure of each league and the playoffs will be reviewed and approved by the Board of Directors prior to the start of each season.

Section 35:

  1. Within a division, final standings will be determined as follows:
    1. Overall win/loss record
    2. Divisional win/loss record
    3. Head-to-Head competition win/loss record
    4. Coin Flip
  2. The top 2 teams from each division and the next eight (8) teams, based on final record will qualify for the playoffs.  The first week will consist of a single elimination round. The two teams to advance will play a best of 3 championship series. FInal regular season standing will determine home team option in the single elimination round.
  3. Final regular season standings shall determine home team option in the first game of the championship series unless the two finalists end the season with identical records. Head-to-Head competition shall then determine home team option. For each subsequent game, home team option shall alternate.
  4. Standard pitching rules will be in effect for all games.
  5. All playoff games that are halted and a winner cannot be determined, shall be resumed from the exact point of curtailment.
  6. Time limit restrictions on length of games in Sections 9 & 10 do not apply during playoffs.
Section 36:
There is a one base maximum (if earned) of an overthrow of a batted ball at first and third base.
