All teams must have their team roster forms signed by the manager.
Team roster forms will list a maximum of 15 players.
At least 75% of the roster must be Class B players and up to 25% of the
roster may be Class A players. A Class A player shall be defined as a player
from another community/school district. The roster may contain up
to 3 Class A players.
All teams must give a copy of the teams roster form to the tournament director
prior to your first game. Teams found to be using players not on
their roster will forfeit all games and be asked to leave the tournament
with NO refund.
Players may play for only one team in one age bracket during the tournament.
You must have players birth certificates with you at all times for all
players on your roster and present them if a player’s age is questioned.
Teams found using an ineligible player or players will forfeit all games
played and they will be asked to leave the tournament with NO refund.
Prior to the start of the first game, every team must prove responsibility
for accident insurance for their players and coaches. If your organization
does not carry insurance, you will be required to sign a waiver, releasing
PBAA of any financial or legal responsibilities that may result from injury
to a player, coach, manager or scorekeeper.
Each team may field up to 9 players on defense (U10 see U10 rules).
If an injury occurs to a player, a rostered player must replace the injured
player. If no substitute is available, no out will be charged when
the injured player is due to bat.
A minimum of 8 players are required to start and finish a game (U10 see
U10 rules).
Playing field - a) bases - 60’ b) pitching distance –
U10 is 35’ and U12, U15, U18 is 40’ c) 3’ running lane at 1st base
d) double 1st base rules will apply.
Starters may re-enter the game once, Starters must re-enter in the same
batting order.
You must notify the opposing team of the use of an EP prior to the start
of the game and the EP must be used the entire game. The EP may be
listed in any position in the batting order. The EP may be substituted
for at any time. The sub must be a player who has not yet been in the game.
The starting EP may re-enter the game in their initial batting order.
EP’s can enter the field in any defensive position with out reporting.
Offensive managers/coaches are permitted 1 conference per inning. Upon
a 2nd defensive conference in the same inning, the pitcher will be removed
from the pitching mound.
The manager/coach is permitted to substitute a courtesy runner for the
pitcher or catcher at any time regardless of the number of outs.
The courtesy runner shall be either the player making the last out or a
rostered player currently not entered in the game.
The scheduled game time is forfeit time.
All games forfeited will end in a score of 7-0 for tie breaking purposes.
All fields in the tournament are considered neutral during pool play.
A coin toss will determine the home team. This rule does
not apply during a single elimination round. The higher seeded team
will be the home team.
In order to keep the game moving, pitchers will be allowed 5 warm-up pitches
in their first inning and 3 warm-up pitches in succeeding innings.
No infield or outfield practice at the start of innings. Please
have the players hustle onto the field.
All games will have a 1:30 drop dead time limit, with no new inning to
begin after 1:20. Any time an inning is not completed by the 1:30
drop dead time limit the game will revert to the previously completed inning
to determine the outcome. EXCEPTION - No time limit will apply in
semi-final and championship games.
The length of a regulation game is 6 innings for U10 and U12 and 7 innings
for U15 & U18.
The run ahead rule will be in effect. U10 and U12 will be 12 runs after
3 innings; 10 runs after 4 innings; 8 runs after 5 innings.
U15/U18 will be 12 runs after 4 innings; 10 runs after 5 innings; 8 runs
after 6 innings.
The runs per inning rule will be 5 runs per inning for all age brackets.
Runs tally until play stops. EXCEPTIONS - a) The runs per inning
rule will not apply in the last inning. (The last inning for
U10/U12 is considered the 6th inning. The last inning for U15/U18
is considered the 7th inning.) b) the runs per inning rule does not
apply to semi-final and championship games.
Game Tie Breaker – During pool play the international tie breaker will
be used up to the time limit (1:30). If time expires and the game
is still at a tie (after the last complete inning), the game will be considered
a tie game. During the single elimination round play continues
under the international tie breaker rules without a time limit until a
winner is determined.
Points earned in pool play are earned as follows – a) winning a game earns
the winning team 2 points, b) a game ending in a tie earns
both teams 1 point c) no points are earned by the losing team.
Teams will be placed in the single elimination playoff by their order of
finish based on their total number of points won in pool play. Most points
first; least points last. The playoff seating tie breakers will be
head to head, least runs allowed, runs scored and finally by coin flip.
U10 & U12 will have one umpire per game. U15 & U18 will have
two umpires per game. Semi-final and championship games will all
have two umpires.
Only approved ASA bats can be used in our tournament.
Helmets must be worn by base runners at all times. Helmets should
not be taken off by the base runner until they leave the playing field.
On the first incident, the team will be given a “team warning”.
Any additional occurrences will result in the ejection of the offending
player.
No visible jewelry is permitted. The only exception is a medic alert bracelet.
Catchers warming up a pitcher must wear a catcher’s helmet and mask at
all times.
There are no pitching restrictions in our tournament. Managers should
use common sense and not hurt a player’s arm because of overuse.
Only the starting pitcher can re-enter the game as a pitcher.
Game balls will be furnished. Each game will start with one new ball
and one used ball. All game balls are to be returned to the umpires after
the game.
Each manager is to pick up a MVP pin prior to each game. You will
award one opposing team player the pin and visa versa.
U10 rules
No infield fly rule.
No dropped third strike.
No stealing home unless a defensive play is made on the runner.
One stolen base per pitch per player.
Stealing is permitted after the ball crosses the plate.
No advances on overthrown balls when the defense makes a play on the runner
stealing.
Each team must field 10 players on defense – 4 will be outfielders.
Outfielders will play in an outfield position (in the outfield grass).
A continuous batting order will apply.
A minimum of 9 players are required to start and finish a game.
All of the umpires’ or tournament directors’ decisions are final.
There are no protests.
Positively no profanity, taunting or other conduct determined to be disruptive
to the game will be tolerated. Offending players and coaches and spectators
will be ejected from the game.
Teams will be held responsible for the conduct of their parents and fans.
Teams will forfeit any game in which the umpires determine the team’s parents
and/or fans are acting to disrupt the game or are acting in a manor that
is offensive to the umpires, the other team or spectators. Umpires will
have the final word.
In the event of rain or inclement weather the tournament director will
have sole responsibility and discretion in determining how and if any games
are rescheduled. The tournament director if necessary can change the format
of the tournament, number of games, length of games, starting times and
use any other means available to complete the tournament.
Refund Policy - In the event of inclement weather, wet unplayable fields
or other acts of nature which are not controllable by the tournament director,
host organization or field owner/operator that causes cancellation of all
or any portion of the tournament the following is the refund policy.
If no games are started or played teams receive a refund equal to 60%
of the entry fee. Once any games are started teams will receive a
prorated refund based on the number of games each individual team
plays up to a maximum of 60% of the entry fee.. Refunds will be made within
10 business days of the scheduled conclusion of the tournament. Checks
will be made out in the name of the team as listed on the official entry
form submitted to the tournament.
